Water Board plans to send expense request

$30K will be sought from Abandoned Mine Lands Program

KINGWOOD — Potesta Senior Engineer Tim Rice told Kingwood Water Board members he would provide them with a cost estimate and an order of repair  for the Herring Road project at their next meeting.

Potesta engineer Everett Mulkeen  said his firm is proposing the decommissioning of a PRV — a pressure reducing valve —  below the water tank and building a new one further down the hill.

This spring holds a pre-set tension on the valve seat installed with a pressure equalizing mechanism for precise water pressure control.

Mulkeen also proposed decommissioning the Pleasantdale pump station and 20-plus other PRVs.

He suggested adding two smart PRVs to the system.

Water Clerk Amy DeBerry said a   request  will be sent to the Abandoned Mine Lands (AML) Program for Division of Highways  fees for miscellaneous expenses for the project, in the amount of $30,195.40.

 This is the full amount for the services. 

In other business, discussion of a proposed water rate increase of about 10.5% was moved to the next meeting.

According to the City of Kingwood, the current minimum water rates per month are:

  • 5/8-inch meter or less, $21.66; 
  • 3/4-inch meter, $32.49; 
  • 1-inch meter, $54.15, 
  • 1 1/2-inch meter, $108.30;
  • 2-inch meter, $173.28;
  • 3-inch meter, $346.56;
  • 4-inch meter, $541.50;
  • 6-inch meter, $1,083;
  • 8-inch meter, $1,732.80.

For customers with metered water supplies, the first 5,000 gallons are $10.83 per 1,000 gallons, the next 35,000 gallons are $7.83 per 1,000 gallons, and all amounts over 40,000 gallons are $6.96 per 1,000 gallons.

Current rates for Public Service District 2 customers are 5/8-inch meter or less, $24 per month; 

  • 3/4 inch-meter, $36 per month;
  • one-inch meter, $60 per month;
  • 1 1/2 inch meter, $120 per month;
  • and two-inch meter, $192 month.

For customers with metered water supplies,

  • the first 3,000 gallons are $12 per 1,000 gallons,
  • the next 3,000 gallons are $11.59 per 1,000 gallons,
  • the next 4,000 gallons are $11.18 per 1,000 gallons,
  • the next 10,000 gallons are $10.63 per 1,000 gallons, and
  • all amounts over 20,000 gallons are $10.09 per 1,000 gallons.

The city has not raised water rates in seven years.

Board members  voted to give  employees a one-time $25 incentive payment. 

The payment is in lieu of having the annual Christmas party and is about what would have been spent on each person.  The party was canceled due to the increase of COVID-19 cases in the county.
