KINGWOOD — The owner of a Tunnelton Street business says a man walked into the establishment, grabbed her by the shoulder and told her to look into his eyes.
A Preston County Sheriff’s Department deputy was sent to the business June 7 to investigate the woman’s report of a harassment incident. The owner claimed Michael Allen Neel, 72, of Kingwood had approached the building at 1 p.m. June 6 and had been taking photographs through the windows.
She said Neel left the area, but returned between 4 p.m. and 5 p.m. June 6, and this time, he entered the shop.
The owner said Neel asked for her name and phone number. After she declined and told him she was uncomfortable, Neel allegedly grabbed her right shoulder and told her to look into his eyes before pulling her close to him. She said she then signaled for Neel to leave, and he left the store. Neel had left a business card, and that’s how she was able to identify him, according to the criminal complaint.
On June 7, Neel reportedly returned around 7 p.m. and was again seen taking pictures through the windows and asking for the owner by name, the criminal complaint states.
The owner described the situation as “uncomfortable and forcible” and she feared for her safety. An employee of the business confirmed the incidents. A deputy gave the business owner details on the process for obtaining a personal safety order.
Neel was taken into custody and charged with battery and stalking. No further disposition on Neel’s charges was immediately available.
