Council OKs paving contracts

Approves MOU with Mon County on University Avenue sidewalks

MORGANTOWN — Members of the Star City town council met Tuesday evening to discuss the awarding of a contract for paving in 2026 and the discussion and approval of a Memorandum of Understanding with the Monongalia County Commission for sidewalk repairs on University Avenue.

During the meeting, the members of council discussed and approved the awarding of a contract worth $47,990 to Parrotta Paving.

“We’ve always done our bidding based off of competitive bids, the seal bid process,” said Mayor Sharon Doyle. “We’ve always pretty much gone with the low bidder. Parrotta has on multiple bids serviced the streets of Star City, and we’ve always been happy with the results that we’ve received.”

Also during the meeting, members of the council discussed and approved a memorandum of understanding with the Monongalia County Commission for the repair of sidewalks along University Avenue.

The municipality is hoping to use Tax Increment Funding (TIF) and approved a meeting with the Monongalia County Commission to ask for those funds to be used on the project.

“Our sidewalks along University Avenue are in desperate need of replacement,” Doyle said. “We’re not going to get money from the state, and we don’t have (the) money for that large of a project, so it’s our town taxpayers’ money, they should be able to see a benefit for what they pay into.

“We’ve gone to the county commission before and they’ve told us to use our TIF funds, so now we’re going to go to them and try to use some of our TIF funds.”

However, the project could take some time before it gets off the ground, Doyle said.

“It’s going to take a little bit of time because we have to get an engineer, we have to lay out the project and figure out the cost,” she said. “We would like to have it done this year, but I don’t see that happening, hopefully in the spring of next year we should be well into getting it done.”
