A Monongalia County man has been charged with felony animal cruelty for torturing or killing an animal after he allegedly strangled his dog to death with a zip-tie at the beginning of August. Monongalia County deputies were alerted to the incident by neighbors of Daniel Arthur Wichhart, 62, of Core, who called police after Wichhart asked them for a gun so he “put down his dog,” the criminal complaint states. Dustin Joel Mills, 36, of Volga in Barbour County, was suspected of a home burglary in Fairmont on Sept. 2 which led to the initial pursuit by Fairmont police. Preston County sheriff’s deputies responded to a report of shots fired at about 2:30 p.m. Saturday in the Brandonville area and found Chase Waugh, 21, of Bruceton Mills, had just fired multiple shots.
