WESTOVER – Westover City Council on Monday approved a budget amendment reflecting a $1,515,780 increase in the city’s unassigned fund, also known as carryover.
As part of the $12,984,603 budget approved by council for the 2026-27 fiscal year, the city was anticipating an unassigned fund balance of $2,907,385. That number ended up being $4,423,165 as of the June 30 close of the previous fiscal year.
While the budget amendment spread the increase across a total of 10 line items, the overwhelming majority of the funds will be focused in three areas – the general “City Hall” account will be increased by $710,000 to $3,157,600; the police budget will jump by $489,280 to $2,979,720; and public works will see a $205,500 increase, bringing the department’s revised budget to $1,372,185.
In other council news, the body accepted a bid from Parrotta Paving to serve as the contractor for the city’s upcoming paving project.
With an offer of $23.50 per ton for asphalt placement and $3.60 per square yard for milling, Parrotta beat out Anderson Excavating for the job.
Public Works Director Jason Stinespring previously said the city is looking to place about 1,700 tons of asphalt on 14 or so city streets.
The city earmarked $225,000 for this year’s paving list. Stinespring said he anticipates the project will likely come in just under budget.
Work is expected to begin by mid-August and must be completed by Sept. 30.
Lastly, council approved a pair of expenditures, including up to $35,000 to First Energy for the placement of outlets on 30 poles along Holland Avenue and Fairmont Road.
First Energy charges $1,000 per pole, plus an additional fee for traffic control, to install the outlets which are exclusively used to power the city’s holiday lights.
The body also approved the purchase of two new police cruisers. The 2025 Ford Explorers cost $42,987 each through the state purchasing contract.
