West Virginia University’s Board of Governors Friday approved a tuition increase of about 3%, signed off on a $1.2 billion budget plan that includes cuts and the use of reserves and endorsed a merger of the Reed College of Media with the College of Creative Arts. A Monongalia County resident’s punch recipe won the state contest held in conjunction with West Virginia’s 160th birthday party. Gov.
