A Monongalia County man has been charged with felony animal cruelty for torturing or killing an animal after he allegedly strangled his dog to death with a zip-tie at the beginning of August. Preston County sheriff’s deputies responded to a report of shots fired at about 2:30 p.m. Saturday in the Brandonville area and found Chase Waugh, 21, of Bruceton Mills, had just fired multiple shots.
