MORGANTOWN - The police report in the Noel Devine arrest alleges the WVU football coach tracked his domestic partner to Kegler's Sports Bar Saturday night where he threw her into the back of his vehicle, got on top of her, placed his hands around her neck, and slapped her.
Devine, 38, was arrested Sunday and pleaded not guilty to one felony count of strangulation. Bond was set at $40,000.
He was being held in North Central Regional Jail as of noon Monday.
According to the report from Morgantown Police Officer A.H. Bittner, the officer was assisting EMS with a call on High Street Saturday night when he was approached by a female who indicated she had just been involved in a "domestic situation" outside of Kegler's.
The woman, identified as T.W., indicated she had been in a relationship with Devine for about a year and that he has a key to her apartment.
She stated that when she failed to respond to his calls and texts Saturday night, Devine used her cell phone to track her location to Kegler's around 11:15 p.m.
According to the report, Devine told the woman to come outside, and when she did not do so quickly enough, he came inside and got her, walked her outside and pushed her up against his vehicle. The report states he then forced her into the back passenger seat where he slapped her and placed his hands around her neck while on top of her.
When she tried to exit the vehicle, Devine forced her back inside, according to the report, which states she was ultimately able to escape after her friends exited the bar and heard her screaming.
The officer states he didn't initially observe any markings on the woman's neck, but that she indicated she was having pain under her chain where Devine's fingers were placed.
Security footage reviewed by the MPD shows the woman's friends leaving Kegler's as Devine is forcing the woman back into his vehicle.
According to the report, the woman indicated during the completion of a Dangerous-Lethality Information Form that Devine had threatened to kill her, that he had tried to choke her, that he had followed or spied on her and that he was constantly jealous of her everyday activities.
After initially denying additional medical attention, the woman voluntarily went to Ruby Memorial Hospital for evaluation after experiencing a headache and excessive vomiting.
The report states Devine tracked her location to the hospital. Hospital staff alerted law enforcement when he tried to enter.
Devine was found at a nearby gas station and placed under arrest.
The assistant running backs coach and offensive analyst has been placed on indefinite leave by WVU football coach Rich Rodriquez.
Before joining the coaching staff in 2025, the Fort Myers. Florida, native was a standout three-year starter for the Mountaineers from 2007-2010.
Devine's son, Andre Devine, is currently a redshirt sophomore running back for the Mountaineers.
A preliminary hearing is set for 10 a.m. Sept. 23 before Magistrate Deanna Lindsay.
