STAR CITY - Anderson Excavating had the lowest bid to pave eight town roads and Star City Town Council voted unanimously Tuesday to accept that $37,090 bid.
The other bid - from Parrotta Paving - came in at $39,000. Both Anderson and Parrotta are Monongalia County businesses. Star City Mayor Sharon Doyle said a third company expressed interest in the project but did not submit a bid. She did not say what business that was.
"Two grand is two grand," Councilor Andy Laskody said before the vote was taken.
Star City Public Works Director Phillip Davis explained that the bid breaks down to $21.25 per ton for the placement of asphalt and $3.96 per square yard of milling prior to placing the asphalt.
The town anticipates needing 1,000 tons of asphalt and having 4,000 square yards of roadway that will need to be milled.
The bid includes a list of current contracts held by Anderson - WVU Medicine, West Virginia DOH for the Fairmont Gateway Connector and the City of Morgantown's 2026 paving project. Recently completed projects by Anderson include Dunkard Avenue in Westover.
Davis said the blacktop itself is not included in the bid because the town can purchase it cheaper. As a government entity, Star City won't have to pay taxes on that purchase.
Once the bid is officially awarded, Anderson will have 45 days to start the project and must complete it by Christmas or penalties will be assessed. The bid documents indicated Anderson plans to start milling Sept. 14.
