Drug charges
Chase Thomas Elsey, 29, of Oakland, Maryland, was arrested on Prohibited Controlled Substances charges.
State police observed a vehicle traveling east on East State Avenue in Terra Alta with an unreasonably loud exhaust and its driver wearing his seat belt improperly. After pulling Elsey over, police said Elsey appeared anxious, sweating, shaking and breathing heavily.
Police said Elsey admitted to having invalid insurance and possessing cocaine in his pocket and a methamphetamine pipe in his center console. Elsey was transported to the West Virginia State Police Kingwood Barracks for processing.
Retaliation against a witness charge
State police responded Monday to a call regarding a text message threat. The call was made by Latricia, J.C.'s mother. Their last names are withheld for safety purposes.
Latricia reported that a man named "Mark" threatened J.C. on July 11, stating "I'll put you away for good I promise." "Mark" was later identified as Robert Evans, 39, of Kingwood, whose roommate Roger Solomon is currently under investigation for a sexual assault case against J.C.
Police said Evans was read his Miranda rights and placed under arrest. Evans told troopers he did not see the text as a threat but a promise and repeatedly apologized for what he had said to J.C. Evans was transported to the West Virginia State Police Kingwood Barracks for processing.
