Paula Ann “Penny” Rowe Perkowski died peacefully in her home, surrounded by loved ones, Tuesday, December 2, 2025, in Dover, Ohio, at the age of 81.
Penny is survived by her husband, Dr. Thomas Perkowski; her children, Rhonda Rowe, Jill Darnell, and Timothy Rowe, Jr. (wife Erin); grandchildren, Nichole Darnell, Brooke Rowe, Carina Darnell, Zach Rowe, Dakota Rowe, Rachael Steele, and Adam Rowe; her great- grandchildren, Justin Rowe, Maverick Steele, Wyatt Rowe, and Hayden Rowe; and siblings, Terry Phillips and Colin Phillips.
She was preceded in death by her first husband, Tim Rowe, Sr.; her parents, Melvin and Julia Phillips; and her brothers, Paul and Ronald Phillips.
Penny was born October 8, 1944, in Morgantown, to Melvin and Julia Phillips. She graduated from Morgantown High School in 1962 and married Tim Rowe, Sr., in 1963. Over the next few years, the couple welcomed three children into their home, and Penny dedicated herself to their upbringing. Her children remember her as a gracious mother with a kind, gentle spirit who loved and nurtured them both physically and spiritually.
Penny was a loving wife, mother, nonna and friend, sacrificing her time, talents and resources to graciously meet the needs of others. Her heart of compassion and unconditional love made everyone feel special and revealed her desire to follow the commands of her Lord and Savior, Jesus Christ, to love God and others. Penny never set out to change the world; rather, she sought to better the lives of those around her by her kindness, witty humor and loyal friendship.
Family and friends will celebrate Penny’s life in a private funeral service in Smith Funeral & Cremation Care of Westover, 304-292-9494, Saturday, December 6. Her son, Tim Rowe, and longtime friend, Dr. Jerry Fisher, will officiate the ceremony. Following the ceremony, Penny will be laid to rest at Beverly Hills Memorial Gardens.
