MORGANTOWN – Here is a sampling of bills introduced on Thursday, Jan. 26. Local sponsors and co-sponsors, if any, are noted.

  • HB 3081, to remove certain crimes from the list of first-degree murder: murder in the commission of, or attempt to commit, arson, kidnapping, sexual assault, robbery, burglary, breaking and entering, escape from lawful custody, or a felony offense of manufacturing or delivering a controlled substance; Delegate Danielle Walker, sponsor.
  • HB 3083, to create the Local Government Labor and Consumer Marketing Regulatory Limitation Act, to prohibit political subdivisions from enacting any ordinance, regulation, local policy, local resolution or other legal requirements regulating certain areas of the employer-employee relationship and the sale or marketing of consumer merchandise.
  • HJR 21, a resolution to put before the voters a constitutional amendment regarding cannabis: The possession of cannabis for purposes of consumption by adults 21 years of age or older shall be lawful in quantities of no more than 2 ounces, or four individual plants per person; .any prior conviction for possession of 2 ounces or less of cannabis is subject to dismissal or expungement by petition to the circuit court in the county where the conviction occurred; Delegate Joey Garcia, D-Marion, co-sponsor.
  • SB 485, the PFAS Protection Act, to require the DEP to identify and address PFAS sources impacting public water systems, facilities that have recently used PFAS chemicals to report their use to DEP, permits to be updated to require monitoring of PFAS chemicals for facilities that report their use, and DEP to propose rules to adopt water quality criteria for certain PFAS chemicals after they are finalized by the USEPA; Sen. Randy Smith, R-Tucker, lead sponsor; Sens. Mike Caputo, D-Marion, Mike Oliverio, R-Monongalia, co-sponsors.
