Michigan man charged with defrauding 86-year-old Preston County resident

KINGWOOD — A Michigan man is charged with taking $3,000 from an 86-year-old to do plumbing work and never doing the project.

Kenneth Robert Carter Jr., 53, of Royal Oak, formerly of Morgantown, was arraigned this week on the charges in Preston County Magistrate Court. Bond was set at $30,000. He was in the Tygart Valley Regional Jail Wednesday.

According to a criminal complaint by State Police Trooper T.P. Nicholson, in October 2019 Carter gave an Arthurdale resident an estimate of $6,000 to do plumbing.

Two days later, the victim wrote Carter a check for $3,000 as a deposit. The check was cashed and Carter never returned, according to the complaint.

Carter is charged with fraudulent schemes, grand larceny and elder fraud.
