McKinley spending tops his opponents

Faces Natalie Cline for U.S. House seat

Rep. David McKinley, R-W.Va., is facing Democrat challenger Natalie Cline for re-election to his U.S. House 1st District seat.

With the advantage of incumbency, McKinley is holding the upper hand in terms of fundraising and spending. At the end of the most recent reporting period, Cline had just 1.7% of McKinley’s total in their respective campaign committee accounts. And in the two most recent reporting periods, McKinley had spent nearly 10 times as much.

The figures cited here come from their Pre-Primary and July Quarterly reports filed with the Federal Election Commission. Pre-Primary covers the period April 1-May 20 and July Quarterly spans May 21-June 30.

West Virginia’s primary election was June 9. McKinley was unchallenged in the GOP primary. Cline topped fellow Democrat Tom Payne to win her shot, with 46,052 votes (74.75%) to Payne’s 15,559 (25.25%). She won all three local counties, Monongalia, Marion and Preston.

Since Jan. 1, McKinley has raised $746,976.75 in contributions: $197,099.75 from individuals and $549,877 from PACs. He’s spent $506,380, including $337,530 in operating expenditures and $167,050 in “other disbursements,” including donations and returned contributions.

McKinley opened the Pre-Primary period with $594,011.65. He received $18,670 in contributions: $1,420 from individuals and $17,250 from PACs. His operating expenditures were $56,508.49. His campaign committee also reports $315,000 in debt.

For the July Quarterly he received $81,436 in contributions: $22,436 from individuals and $59,000 from PACs. His operating expenditures were $10,472.27. He ended the period with $627,136.89 cash on hand.

The next two reporting periods are the October Quarterly covering July 1-Sept. 30, due Oct. 15, and the Pre-General, covering Oct. 1-14 and due Oct. 22. The election is Nov. 3.

Since Jan. 1, Cline received $40,879.08 in contributions: $37,999.70 from individuals and $59.38from an unspecified PAC. She also gave her campaign $2,820. Her total operating expenditures were $29,602.04.

For the Pre-Primary period, Cline opened with $5,401.92. She received $4,230.69 in contributions, all from individual. Her operating expenditures were $2,258.60.

For the July Quarterly, she received $5,589.91: $5,530.53 from individuals and the $59.38 PAC contribution. Her operating expenditures were $2,026.88. She closed the period with $10,937.04 cash on hand.

Payne has no reports on file with the FEC; his listing shows $0 raised and spent.
