Granville resubmits annexation request

While all the annexation talk of late has focused on Morgantown, an ongoing annexation effort by Granville will likely come before the Monongalia County Commission first.

The commission recently took receipt of Granville’s amended application for annexation by minor boundary adjustment.

The town initially submitted the request in March and the Commission set public hearings before discovering some discrepancies in the plan.

“In doing our due diligence, we discovered the metes and bounds were not correct, so we asked them to go back and have them fixed,” Commissioner Sean Sikora said.

Sikora explained that the commission would pass the annexation plan off to the assessor’s office for review before scheduling a public hearing.

The town is looking to annex County Route 19 from the Star City Bridge to 507 Scotts Run Road (Granville Fire Department Station 2), Lady Bug Lane, Scotts Run Road from the municipal line to Lady Bug Lane and Chaplin Road from Westover’s municipal boundary to the intersection of CR 19.

The request is similar to annexation efforts denied by the commission in August 2017. However, unlike the previous effort, which drew some public pushback, this annexation effort includes no residential or business properties — only West Virginia Division of Highways rights of way.

Town Administrator Ron Snyder and Fire Chief Butch Renner have said the town’s first responders cannot access areas within the municipality — like the University Town Centre — without leaving and reentering its municipal boundaries as currently configured.

Additionally, the town hopes to turn the fire department’s building on Scotts Run Road into a training center for first responders.

In other news, County Assessor Mark Musick said online filing for personal property assessments began Monday.

According to Musick, more than 1,600 residents took advantage of the service in the first two days.

The filing period ends Oct. 1.
