Elkins man charged with working without a contractor’s license in Preston, Lewis and Randolph counties

KINGWOOD — An Elkins man has been charged with working as a contractor in Preston, Randolph and Lewis counties without a contractor’s license.
Jackie Hinchman was charged by the West Virginia Division of Labor in Preston County Magistrate Court. According to the criminal complaint, he continued to engage in contracting without a license despite the issuance of several cease and desist orders.
According to the complaint, Hinchman did work  in Newburg in Preston County in November, Coalton in Randolph County and Weston in Lewis County during 2018, all after being issued cease and desist orders. In 2017 he worked in Horner  and at two Weston addresses, all in Lewis County, despite the orders.
He also was issued a cease and desist order in 2014 for working without a valid contractor’s license, according to the complaint.
