MORGANTOWN – Here is a sampling of bills and resolutions introduced Thursday, Feb. 18. Local lead sponsors and co-sponsors, if any, are noted.

  • SB 337, the Life at Conception Act, is to guarantee the right to life to all human beings. Sens. Charles Clements, R-Wetzel, Randy Smith, R-Tucker, Dave Sypolt, R-Preston, co-sponsors.
  • SB 340, to require local special levies elections to be held during general, primary, or statewide elections, with an exception for run-off elections. Sypolt, lead sponsor; Smith, co-sponsor.
  • HB 2592, to provide that all local elections be held on a date that a statewide election is being held. Delegate Amy Summers, R-Taylor, lead sponsor; Delegates Terri Sypolt, R-Preston, Guy Ward, R-Marion, co-sponsors.
  • SB 353, the Second Amendment Preservation Act, to protect West Virginia employees, including law-enforcement officers, from being directed, through federal executive orders, agency orders, statutes, laws, rules, or regulations to violate their oath of office and individual rights affirmed under the Second Amendment. Clements, Smith, Sypolt, co-sponsors.
  • SB 329, the Temporary Sign Placement License program, to allow a person to place signs, displays or devices advertising events to be held no more frequently than once a year at locations other than where the event will be held, without obtaining a license from the Division of Highways.
  • SB 331, to establish an 80 mph speed limit on interstate highways and four-lane limited access highways.
  • SB 335, to make PROMISE scholarships available to students who want to pursue a vocational certificate or degree in a community and technical college.
  • HB 2594, the Unborn Infants Wrongful Death Act, to provide for a cause of action from the death of the unborn child caused by a wrongful act, neglect, carelessness, lack of skill, or default.
