CHARLESTON — A 16-year-old girl and her mother sued the Monongalia County Board of Education and the Monongalia County Sheriff’s Department, alleging she suffered persistent race-based discrimination, harassment and bullying that led to a knife attack during her freshman year at University High School.

The suit, filed in Monongalia County Circuit Court, alleges that neither the school nor the school resource officer took appropriate steps to protect her.

The plaintiffs are the girl, identified as H.L., and her mother, Melissa Hawkins. H.L. is bi-racial – African American and white, and was 15 at the time of the incidents described in the suit.

The suit was filed Feb. 16. Jennifer Caradine, BOE legal counsel, and Sheriff Perry Palmer said they had not received copies as of late Feb. 16 and could not comment.
