Preston man must face local charges before extradition to Pa.

KINGWOOD — A Bruceton Mills man will not be extradited to Pennsylvania until his charges in Preston County are resolved, a judge ruled March 2.

Virgil Lee Hall, 44, is charged with strangulation, making terroristic threats with intent to terrorize another, unlawful restraint causing serious bodily injury, simple assault, harassment and trespassing in Pennsylvania.

Preston police have charged him with kidnapping, attempted murder, malicious wounding and strangulation. He has been held without bail in the Tygart Valley Regional Jail since December.

According to Preston deputies, on Nov. 18 Hall forced a woman to ride with him in his vehicle; dragged her through the woods, breaking her rib; put a gun to her head and threatened to kill her; and strangled her twice.

Pennsylvania State Police said he assaulted a woman in a cornfield in Wharton Township, Pa., then dragged her back into Preston County by her hair. The charges appear to be from the same incident.
